The "Quotes" below was copied & pasted "directly" from the 2012 MNR Fishing Regulations.
Please note the last sentance of the "Hooks & Lines" quote
Hook – A hook includes a single-pointed or multiple-pointed hook on a common shaft but does not include a snagger or spring gaff. The number of hooks includes any single-pointed or multiple-pointed hooks that are part of a lure.
Hooks and Lines – An angler may use only one line, unless otherwise stated in the regulations. Two lines may be used when angling from a boat in parts of the Great Lakes (see exceptions to the general regulations) and for ice fishing in many areas (see Ice Fishing, page 11). A fishing line must not have more than four hooks attached.

I can't think of any reason one would need four hooks on a line except in the instance of a 4-way icefishing spreader...and this new schooling spreader concept that started with the Alababma rig (5 really). Since there are already special allowances for ice fishermen and two rods, let ice-fishing have a special allowance for 4 hooks, and make open-water a 3 hook limit.
With this coming into greater public scrutiny, I fear we will have unscrupulous people with 4 treble drop shot rigs snagging up schools of bass. By the current definition this would be a quasi legal rig.
The way the regulations read,four hooks are allowed,that makes this rig allowed,in Ontario,nuff said,I have a dozen already,from the original maker???Have a great year,see you at the scales???:P

I will throwing it as its a new tool and bait for all of us to learn more about the great sport we love. Remeber the days of Gulp wanting to be banned, the original Rapala, the original worm etc. These are all new baits for us to catch fish and as we have seen in the past you just don't cast a lure anywhere and catch monster fish we have to learn how to catch them. You would think that the new electronics, cameras, bio sonix etc would be banned but know its just an advantage and new tool to use for anglers.
I disagree with comparing the rig with any new lure. The fact is it is FOUR lures on one line. It is basically like using four rods at once. It's not a hot new lure at all. It's basically a cheater rig that perch fishermen have been using to harvest more meat for years.
We call tournament fishing a sport. This is not sporting to use four lures at once. I
